Brief description of the programme/project/initiative :

The purpose of the project is to integrate the data sources of various government departments and bring uniformity of nomenclature with respect to crucial citizen information. In addition, the project aims at creating a virtual platform of platforms that will be useful in managing data from various sources from a single window. One of the main features of this project is to be able to seed crucial data with new wave identity management parameters like AADHAAR. The project is based in the guiding principles of open source technologies and service oriented architecture that renders it very scalable and versatile. The use of complex, modern data management algorithms makes the project cutting-edge and path-breaking.

    Why was the project started?

Various government departments maintain citizen data in their own manner and fashion that is driven by convenience. Over the years, as population increased, this kind of evolution in silos has resulted in a lot of inconvenience to citizens, as citizens are made to run from pillar to post to get their queries and needs addressed by the departments concerned. There is hardly any integration between the data sources of various departments. The government has realized the importance of having uniformity with respect to citizen data with the view to bring about transparency and citizen-satisfaction through quick resolution of queries and requests. It has come up with the initiative of creating a centralized system of data management across multiple departments in a seamless and platform-agnostic manner.

Target Group: All state governments, organizations dealing in data related to governance like banks, insurance companies, telecom companies, and so on

Please Specify reach within India : Applicable to any state or union territory of India

Please Specify reach outside India :  Applicable to any country that has lot of focus on e-governance

Date from which the project became operational : 12/01/2011

Is the Project still operational : YES

10 points that make the programme/project innovations

    1.  First of its kind approach to integrate data across 12 government departments.
    2. Developed an innovative product suite called CUSTARD that is a combination of individual products which can be used independently or in conjunction with each other to capture, convert, purify and manage data
    3.  High degree of product customizability to suit any organization or department
    4.  Unique seeding ability – that makes seeding data with identifiers like AADHAAR extremely easy
    5.  The project offers a single window option to manage data across various data sources
    6.  Project uses some of the most innovative algorithms to intelligently compare strings of data to cleanse data
    7. Project helps in affecting mutations to data from a single window
    8.  Based on open source technologies and service oriented architecture
    9.  The complete product suite developed through this project can be easily plugged into any data source
    10.  First of its kind technological innovation based in new wave technologies being applied to government departments and    governance

List 5 achievements of the programme/project:

    1.  Well formatted uniform data across 12 departments of the government
    2. Removal of duplicate records resulting in better utilization of government resources
    3.  Removal of fraudulent records to the extent of 10% from a very large database of one of the departments
    4.  Instantaneous tracking of eligibility status resulting in more than 5% removal of ineligible candidates
    5.  An effective dashboard to indicate the efficiency of the project

List 5 key challenges faced while implementing the programme/project/initiative and how they were overcome?

    1.  Highly fragmented and non-uniform data sources
    2.  Difficulty in interpreting functional aspects of data across departments
    3.  Challenges in engaging 3rd party software owing to costs and difference in technologies used
    4.  People and technology change management typical of large scale integration projects
    5.  Difficulty in documenting requirements

List 5 points on how the programme can serve as a model that can be replicated or adapted by others?

    1.  The product suite developed as part of the project is highly replicable across multiple domains and departments
    2.  Fundamental nature of data remains the same across departments of various governments
    3.  Emergence of new wave technological concepts like AADHAAR makes the project model highly replicable, fundamental being a person’s identity
    4.  Similar to governments, organizations of various natures also have similar data management requirements
    5.  Any government that has huge spending on social welfare schemes will need such projects

List 5 points to elaborate on the scalability of the programme/project/initiative :

    1.  The project-developed product suite (CUSTARD) has been proved successful in some pilot departments. It can be easily applied to cover other departments too
    2.  The population size that is covered by social welfare schemes of governments makes the project automatically scalable
    3.  Rapid deployment of the project across organizations is possible owing to the universal nature of the component products of the CUSTARD product-suite
    4.  In India itself a total of close to 30% of the population can be covered under the scope of the project
    5.  Applied to other emerging economy countries, the size of data that the project covers becomes humongous
