    Brief description of the programme/project/initiative :

    Right To Information (RTI) knowledge portal and e-Learning System is a portal developed for Institute of Management in Government, Govt of Kerala to provide various information about RTI, case studies and a facility for e-learning and on-line certification for any citizens of Kerala. The contents are available both in English a d Malayalam. http://rti.img.kerala.gov.in is the first bilingual [English & Malayalam] e-learning portal for RTI. RTI knowledge portal provides authentic content to understand about RTI act, process of getting information under the act and is used for capacity building to public and government employees. The content is organized in user-friendly manner with a view of the target audience and the general public. This content is provided in an open access and also in Malayalam. Two main components of the portal are 1. RTI Hub 2. RTI e-Learning and on-line examination system. RTI Hub provides authentic content on the various provisions of the Act, important studies, research papers, and PowerPoint presentations, Government Reports, Circulars and Government Orders. The e-learning Course Management system of the portal enables Government employees and public to be trained and certified after registering to the system. The RTI project focuses mainly on Capacity Building of the demand and supply side of the RTI Act along with several other activities. The RTI Project undertakes the following activities. 1. Training of Trainers (ToT) Programme on RTI: In view of the huge response from Central and State Govt. Departments, PSUs and Autonomous Bodies for organizing training programmes on RTI and the dearth of trainers at the District level, IMG has been organizing series of Training of Trainers Programme for developing resource persons on RTI at the District and Departmental level. 2. Training Programmes for Public Information Officers (PIOs)/Assistant Public Information Officers (APIOs): The PIOs are now mostly well versed with the provisions of the Act. Hence intensive training programmes are designed exclusively for them with the active participation of the State Information Commission. 3. Training Programmes for non-governmental organizations (NGOs)/Media Personnel etc: These programmes are organized with the objective of promoting and using the Act by NGOs, activists and the media for addressing issues of social relevance. 4. Strengthening the Supply Side through State Poverty Alleviation Mission, Organizing Street plays, Quiz Programme for Students: In our effort to strengthen the supply side various activities have been taken up by IMG in the last few years including quiz programmes sensitisation workshops etc. Workshops were organized for the resource persons of Kudumbashree Network who in turn are expected to train the group members (comprising of 1.5 lakh members). It is also planned to organize street plays in remote districts for creating awareness among the rural folk. 5. Developing Pamphlets Handouts, Reading Materials and Handbook on RTI for Distribution to Officials and General Public: 6. Developing Short Film / Docu Fiction on RTI: This is to be shown in training programmes on RTI and also for release in theatres in rural areas for sensitising common man on the potential and utility of the Act Reason for Starting the Programme/Project/Initiative The Institute of Management in Government (IMG) is the apex-training institute of the Government of Kerala. Their training programmes are conducted in different Regional Centres functioning all over Kerala. Through these regional centres they are providing training to Government employees. There are only a limited number of trained faculty in this area, therefore, the faculty have to travel different regional centres. it is also a difficult task to provide training to large number of learners in different centres. Govt is proposed to develop an RTI Portal with the technical support of Indian Institute of Information Technology and Management – Kerala (IIITM-K) .RTI knowledge portal which act as single referral point for all relevant information relating to RTI in the State. The content is organized in bilingual as well as user-friendly manner with a view to target the common man. Through this portal, many doubts about RTI can be cleared in different ways, which include live question answering sessions from experts.

    Why was the project started?

    The Institute of Management in Government (IMG) is the apex-training institute of the Government of Kerala. Their training programmes are conducted in different Regional Centers functioning all over Kerala. Through these regional centers they are providing training to Government employees. There are only a limited number of trained faculty in this area, therefore, the faculty have to travel different regional centers. it is also a difficult task to provide training to large number of learners in different centers. Govt is proposed to develop an RTI Portal with the technical support of Indian Institute of Information Technology and Management – Kerala (IIITM-K) .RTI knowledge portal which act as single referral point for all relevant information relating to RTI in the State.     Objective:

    1. To develop and deploy Knowledge and bilingual e-Learning Portal for Right to Information Act. 2. To educate the Public and Government Employees 3. To understand and apply the Right to Information Act 2005 and get the services from Public Authorities. 4. To get trained in RTI by using the contents in e-Learning Portal and get certified online.

    Target Group: The main target group of RTI knowledge portal is public (common citizen) and the Government employees

    10 points that make the programme/project initiative :

    1. First State level Right to Information (RTI) portal with a Knowledge hub and e-learning content
    2. First online certification programme in RTI
    3. Online collaboration and expert advisory system for clearing RTI issues
    4. First bilingual [English & Malayalam] e-learning portal for RTI
    5. Facility to create video lectures by setting up mechanism for lectures capturing in class room
    6. Creation and authoring of video lectures with course materials
    7. Facility for Government employees and public for getting RTI certificate through the portal
    8. A reference guide for RTI information with case studies
    9. Twelve batches have been successfully conducted online, through which 989 have enrolled for the admission for online certification. 173 have taken the online certification.
    10. 52 learners have successfully completed their course in local language

    4. Using Ask Expert, more than 50 questions relating to RTI are asked by citizen and experts have been answered.

    List 5 key challenges faced while implementing the programme/project/initiative and how they were overcome?

    1. To make the RTI content in a very user-friendly format to common man. (we have added calligraphic pictures related to the content of the text)
    2. Since the expert committee members are very high-level officials, availability of expert people on-line is less. (We have given Specified time slot to avoid this issue)
    3. Issues related to localization of content from English, like identification of appropriate terminologies in official language. (Interaction with domain experts during the content generations)
    4. The cut-off for the successful completion of examination was kept as 80% .so the performance to getting certificate became very low. (We have changed the cut off to 60 %)
    5. Issues on compatibility of font in Malayalam content in question and answer session of learners and experts. (UNICODE and w3 standard interface is provided)


    List 5 points on how the programme can serve as a model that can be replicated or adapted by others?

    1. This can be expanded to other state with certain customisation & localisation
    2. Single referral point for RTI e-learning platform (framework) can be replicated to others
    3. Most of the modules can be used by other states, with minimum modification
    4. Online certification system is suitable for other training programmes
    5. Case studies can be used as a reference material.

    1. The courses can be open 24×7, so that more candidates can be registered and get certified.
    2. Different levels of courses and training can be conducted on-line using the same model.
    3. Video lectures on RTI can be posted in you-tube; so more viewers can be attracted.
    4. Trainers Training programme can be incorporated, so that Trainers certificate can be issued online
    5. Malayalam version could be attracted by common man
