    Brief description of the programme/project/initiative :

    The major responsibility of the Motor Vehicles Department (referred to as MVD hereinafter) is to Enhance Road Safety and to ensure that the Motor Vehicles Act and Rules are adhered to in the strictest manner. This shall ensure better road etiquettes in the state will also take the e-governance initiative a step further. With a vision for strict enforcement, and ideology to leverage ICT for empowering the MVD, the “Intelligent Enforcement Systems for Automation of Enforcement Wing of Motor Vehicle Department, Kerala” project has been initiated. The crux of the project promotes public safety and security while also providing a mechanism to address contingencies by means of an alert system capable of communicating among on-field officers and to the control rooms. The features of this project are 1. PDA/Smartphone solution for the on field enforcement team allowing them to book offences, access other Transport department applications via GPS/ GPRS enabled Mobile/Handheld devices and communicates among other on-field officers and control rooms 2. CCTV cameras and Video Analytics application using virtual loops for automatic detection of offences like over speeding and red signal jumping; with integration to the control room.

    Why was the project started?

    Improve awareness and compliance to road safety and security • Ensure expedited action in times of emergencies- accidents, natural calamities etc. • To monitor and control the exponentially growing population of road users with the help of workforce automation technologies and e-challans. • To ensure offenders are tracked and adequate remedial action is taken against habitual offenders • Provide access to department data on-field to ensure authenticity of the spot verification documents. • Improve road safety scenario by ensuring that plying vehicles follow MVD rules in strictest manner and take strict actions against habitual offenders.

    Objective:

The project being a first of its kind solution has been funded by Department of Information Technology under innovative projects along with the State Transport Department. The implementation agency is Kerala State IT Mission. M/s Wipro has been appointed as the design consultant and program management agency for the project and Bharti Airtel Ltd is the project implementation agency
