    Brief description of the programme/project/initiative :

    The project was originally envisaged in the 2006-07 period by IOCL and ably supplemented by CMC`s technology team, which runs the Telematics COE (Centre of Excellence). IOCL’s master plan was to put in place a tamper-proof technology based system to deter the unscrupulous elements operating across the nation indulging in blatant pilferage and adulteration in the distribution and supply chain of transportation fuels (petrol/diesel of all grades and aviation fuel). Against global competition CMC’s solution won the bid and undertook the massive exercise of Vehicle Movement Tracking for IOCL to coverin excess of 20,000 tanker trucks deployed by IOCL nationwide.The project went live on April 1, 2011.As of date, with its secure web-enabled portal, CMC has enabled IOCL to track in Real-Time the movement of close to 20,000 TTs (Tanker trucks) plying across the length and breadth of India. The solution was a mix of Telematics,GPS,GPRS,Very Large Data Bases, Middleware,Firmware and web-enabling software operating on a complex combination of CMC’s Vehicle Mounted Unit;Multi-core;Multi-CPU server platforms; storage farms; and complex networking of IP switching components.

    Why was the project started?

    As mentioned earlier pilferage, hijacking and adulteration of the deliveries from the IOCL tanker terminals/refineries has been a national concern of highest priority.Earlier efforts were systematically made ineffective by the unscrupulous nexus of vested interests. The racket got major media coverage after the infamous gruesome incidents that take took place in Begusarai and Manmad.Subsequently,the Parliament actively facilitated IOCL and monitored the progress to enable Vehicle Tracking-A project of enormous National Impact.


    To monitor the minute-by-minute Movement of each of the 20,000 odd TTs across the entire Indian geography and raise Red Flags whenever an “unusual event” occurs. Then show-cause warnings are sent to owners of tanker fleets about these events. This has deterred pilferage and adulteration. This is a fully web-enabled solution with a very user-friendly interface and “Role-based Access” features enabled by CMC’s authentication system working on CMC’s Telematics solution (NIRDESHAK platform).

    1. Major hurdles from within the client community-Continuous dialogue with the customer to clarify,educate and encourage deployment and major thrust by IOCL’s own NANO (No Automation No Oil) program
    2. Major challenge in logistics of delivering and fitting the NIRDESHAK Vehicle Mounted Units on tankers across 250 + tanker terminals, spread out across India-Meticulous project execution and review rhythm fetch laurels to CMC in successful deployment of its solution
    3. Availability of SIM cards,enablement of their connectivity and information logistics between CMC IOCL and third party telecom service provider was a colossal problem-Project management was undoubtedly the key but continuous interaction and dialogue and out of box measures by CMC has enabled IOCL to track close to 20,000 of their tankers online
    4. Route- map locus and Geo-fencing were made difficult due to several challenges at GIS vendor’s end,continuous infrastructure development work nationwide and initial reluctance by certain segments within the client community had impacted the Route-map locus information build.- CMC incorporated Auto-correction,Auto-upload and other innovative techniques (proprietary to CMC) to overcome these challenging hurdles.
    5. Vandalism and tampering of Vehicle Mounted Units had resulted in damage of several units beyond repairs-Excellent professionalism demonstrated by the CMC team on ground, including buy-in from the tanker owners as well as the IOCL management in addition to the relentless support from CMC to IOCL to replace the damaged units and devise tamper proof innovations.
