    Brief description of the programme/project/Initiative :

    The Ministry of Communication and Information Technology (MCIT), in partnership with the Real Estate Publicity Department (REPD) under supervision of the ministry of Justice, the Egyptian Surveying Authority (ESA) under supervision of the ministry of water resources irrigation, initiated Egyptian National Land Information System (ENLIS) project which will enable more efficient settling of ownership disputes and will protect both state and citizens’ rights. Main outcome form This project is Promoting a One Window for applicant principle “one-stop-shop” (buy Simplify the Complexity of registration system, unify, and automate the work cycles), Contributing to the stability of state ownership and citizens, Revitalization of the real estate market.

    Why was the project started :

    To facilitate the registration of land ownership, by creating an easier and more comprehensive system. This system will allow economic and social prosperity, since it encourages development and investments, and insures the availability of credits and loans against agricultural collateral – Two major participants, located in different places: ESA : responsible for the production of cadastral paper maps nation wide(138.500 maps) . REPD : responsible for the legalization and issuance of title certificates (5.5 Million certificates) – Registration are not used by the public :Complicated procedures,Unclear and insufficient legislation,High Registration Fees,Accepting Ourfi contracts as a proof of ownership by the public

    Objective :

    Promoting a One Window for applicant principle  simplification of registration complexity.  Customers know exactly where their application is.  Define clear steps for processing a request to get a certificate.  Protect private ownership of land & properties.  Promote the use of Information technology and Geospatial technology.  Increase in number of companies and users involved in both industries

    10 points that make the programme/project innovative?

    1. Project uses a modern Surveying Devices (GPS – Total Station) Reading observations with high accuracy.
    2. Project uses a web services to Easily Data exchange and communication between the 2 sides databases and High potential of Integration with another Organizations
    3. Project uses an IP Phone over the all automated sites (94 sites around the country) to Easily communication bet. Data centers and its subsidiary offices
    4. Project uses a data replication technology to exchange data between the 2 main data centers and the 7 regional data centers
    5. Link with relevant Authorities Integration with National databases (ex. Documentation Database , Forbidden Dealers, National ID Database using barcode reading technology) , Authorities will be linked in later stages (Mortgage, Banks, Tax Database , Land Usage, Planning)
    6. Minimize the Citizen visits rates to the registration process to 3 times only after the automation (was 26 times before automation)
    7. Minimize the Title Restrictions Certificate Extracting time to 15 min. after the automation (was 2 days before automation).

    2. Publishing a Unified Guide for Registration Procedures and instructions for all offices
    3. Publishing Automated System in 19 governorates (94 sites), Establish a 2 main data centers in Cairo,Establish a 7 regional data centers over the 19 governorates which each one of them can serve its around govs
    4. Extract a Legal Title Certificate containing the land boundaries Sketch.
    5. Building The Cadastre National Database containing:Converting paper maps into digital format (138000 Paper Map), Data entry of title certificate into centralized database (5.5 million Paper Title),Linking between digital maps and title certificate.

    List the 5 key challenges faced while implementing the programme/project/initiative :

    1. Data are not up to date , (Strategic plan to update this data case by case with any transaction)
    2. Shift space between map data and the environment (causes from the low accuracy with the old traditional survey devices) and Insufficient number of Control points (Build a transformation formula to for the homogeneous regions , Strategic plan to update this data case by case with any transaction , Increase the Control points over the regions)
    3. Reluctance to change (Using a change management for all the environment component to switch it into a technology automated system such as the employees in each of these office , we start to join them into a high tech courses to bring them into the system , also the targeted citizen and how to change his Cultural attitude, also the traditional high and intermediate management and how to disguise them by the targeted changes Whether by courses or by real achievements done in front of them)
    4. Limited Funds (Build a Chain backbone for the office as 2 office for each auth in each gov, thus these 2 office can serve over the all gov and left the others for another stage)
    5. Sites are not suitable for automation (The project had develop the construction infrastructure for the 94 site to prepare them to the automation)
