    Brief description of the programme/project/Initiative :

    This is a ‘Aadhaar No.’ based state-of the-Art IT solution for distribution of Rations through biometrics-enabled client terminals (Point of Sale machines) installed in the FP Shops to eligible families in a given Mandal / District / Block using smart Ration Cards. Beneficiaries are uniquely identified with their Aadhaar Nos. and biometrics. The Point of Sale (POS) machines are securely connected through the GPRS Wide-Area Network to the Central Database Server installed in the Civil Supplies Department.

    The system has been designed, developed and supplied by us to the Govt. of AP and installed in Maheswaram Mandal of AP State.

    Why was the project started :

    The Civil Supplies Department was facing problem of bogus ration cards much exceeding the no. of families in the Mandals. Also the eligible public was not getting their rations with FP shops citing ‘No Stock’. Unauthorized people/ dealers were drawing these commodities through fictitious names / beneficiaries and also bogus ration cards. Thus, the benefits of the Public Distribution system were not reaching the needy and eligible beneficiaries but are being diverted into open market for selfishness ends.

    To eliminate this menace, the Government has decided to issue Smart Ration cards to all the eligible families in the pilot Mandal registering only those family members having “Aadhaar Nos.’ and also automate the PDS process by deploying the state of the art technologies such as smart cards; Aadhaar number based unique identification of the beneficiaries, biometric verification and online stock transfers and audits.

    Objective :

    1. Weeding out the Bogus Ration Cards
    2. Unique Identification of the beneficiary family and its members
    3. Automated and accurate accountal of commodity allotments, delivery/distribution and the balance stocks
    4. Dynamic stock allocations and dynamic pricing during special occasions.
    5. Online stock management, auditing and MIS for decision making
    6. Elimination of misuse and mal practices.


    Target group :

    1. Beneficiary families:  Non-tamperable smart ration card, assured availability of rations
    2. FP Shop Dealers: No botheration with bogus card holders and automated accounting of stocks and collections.
    3. Civil Supply Department of the Government : Optimum utilization of stocks and minimize subsidy costs

    Geographical Reach: The Project reaches out to all beneficiary families of Mandal/ District/ Area of automation through the concerned FP Shops.

    10 points that make the programme/project innovative :

    1. Unique identification of members of beneficiary families through ‘Aadhaar Nos.’

    4. Elimination of bogus ration cards in circulation through Smart Ration Cards

    7. Automated printing of Ration bill by POS machines and collection tally at EOD
    8. Easy auditing of stock consumption status at FP Shops and Godowns
    9. Ensuring the Food Security though elimination of misuse, wastage and stock-diversions
    10. Biometric authentication of dealers and online authentication with UIDAI server, internet enablement some of the user enquiries and IVRS etc. are provisioned in the design.

    List 5 key challenges faced while implementing the programme /project/initiative and how they were overcome?

    1.  Conservative nature of dealers / franchises to adopt  to the new system
    Sreeven explained the benefits and the resultant reduction of manual work. Billing and delivery got streamlines, reducing the embarrassment of bogus cards. Govt. officials appreciated and encouraged the Dealers who were honest.
    2.    Rural masses not appreciating change to latest technologies such as smart cards.
    As they started getting Rations at the FP Shops in place of “no stock’ boards, people started liking the system. Also, swiping their smart cads and offering Finger Prints at the sensors made them enthusiastic.
    3.    Fear of beneficiaries of loosing their subsidy benefits.
    We explained the benefits of the ‘new age technologies and they slowly started reconciling to it. Also, they started getting their Rations in place of ‘no stock’ boards, the automation started pleasing them. Also, like at ATM machines, swiping their smart cads and offering Finger Prints at the sensors made them happy.
    4.   Resistance to the reduction of names in the Cards due to compulsory ‘Aadhaar Nos.’
    Sreeven and Civil Supplies conducted demos and road shows to explain the benefits of ‘Aadhaar Nos’ in the near future and also encouraged enrolling for Aadhaar Nos. As all the family members were on-boarding, their tension got reduced and they started used to and liking the automation.
    5.   Authentication problem for older age people
    Cross checked with their fingers for which ridges were good and used them for the authentication. We explained that these problems do arise for elder people as their ridges get erased with age and hard labour.

    List 5 points on how the programme can serve as a model that can be replicated or adapted by others?

    1.   It is a futuristic ideal model for PDS automation for the entire country to halt the menace of bogus ration cards, benamy beneficiaries and diversion of subsidized commodities into open markets, etc. akin to PDS.
    2.   It makes sure that the Governmental food security schemes reach the target beneficiaries.
    3.   It is meeting all the generic needs of the Civil Supplies Departments of all State Governments and hence can be replicated easily in any State of the Country.
    4.   State-of the Art technologies and features deployed in the Project such as smart cards, Biometric authentication and verification, unique identification of beneficiaries based on Aadhaar Nos, cost-effective wire-less WAN technologies ensures project’s long life.
    5.   Since the project is based on generic business guide lines of Civil Supplies Departments of the State Governments, it can be easily replicated with minimum customization.

    List 5 points to elaborate on the scalability of the programme/project/initiative :

    The System can be seamlessly enhanced as the area becomes large or the No. of Smart cards increase in a given FP Shop.

    1. The POS terminals can be increased in a given Ration shop to two or three without any problem.
    2.  The Govt. will open another FP Shop with a POS Machine to take card of increase in No. of families.
    3.  To take care of increase in No of transactions, The Database Server throughput can be enhanced w r t memory/ No. of Processors / Cache Memory/ Disc storage capacity.
    4.  The bandwidth of WAN at the server-end can be easily enhanced as the No. of POS increase.
    5.  Adding more Govt. services to the Citizens along with features like ‘Anywhere FP Shopping’ and internet enablement of some user facilities can be added in the Smart Ration Card and in the Application Server.
    6.   Payment-gateways and direct remittance of Govt. subsidy payments into beneficiaries’ A/c etc. are provisioned in the design
